Rule text seems to suggest that there is a limit on the trucks that must meet 2010 engine standards per year: 25% of all heavier trucks or two trucks, whichever is larger. This is new provision was adopted April 25, 2014 and is confusing.
ARB needs to release an FAQ on the new annual limit on the number of truck that must be compliant with 2010 engine standards. I would recommend you periodically check ARB FAQ site at:
