Low Use Based on Regulation Adopted on April 25, 2014
ARB changed the low use exemption at its April 25, 2014 board hearing. There are now two low use options:
Less than 1,000 miles/yr option: A vehicle that will be operated fewer than 1,000 miles in California in any compliance year is exempt from PM BACT and 2010 engine requirements (replacement). If that vehicle has power take off (PTO) that used for some purpose other than loading or unloading the vehicle then it must also operate less than 100 engine hours in any compliance year.
Less than 5,000 miles per year. This is the new option. Trucks that operate less than 5,000 miles are exempt from PM BACT and 2010 engine standards until 2020. There are no hour limits for this exemption. For trucks that operate more than 5,000 miles per year and inside and outside of CA the limit is 1,000 miles per year inside CA.
Note that low use vehicles are included in determining your fleet size and must be reported.
